Abstract

Abstract: In an effort to respond to the impact of COVID-19, the Indonesian government has limited all its activities. The impact of the enactment of this policy is experienced by business actors who organize Umrah pilgrimages and international flights. In dealing with this, many Umrah travellers have experienced a setback in their business to the point of closing the business. During the pandemic, PT Sutra Tour Hidayah dispatched dozens of Umrah pilgrims. This study aims to determine the implementation of the operational management of PT Sutra Tour Hidayah's Umrah worship in the Pandemic Period. This study uses a descriptive qualitative research approach. The data collection techniques were carried out through interviews, observation and documentation. Then the data were analyzed using the narrative analysis method. The result of this study is that the implementation of operational management for Umrah organizers during the pandemic has been well implemented on the basis of operational management functions, including planning, scheduling, and monitoring with strict health protocols. In addition, carrying out the rules issued by the Indonesian Ministry of Religion regarding Umrah travel guidelines during the pandemic. In general, there are almost no problems in implementation. However, there are still external factors that still affect operational activities.

Abstrak: Upaya merespon dampak COVID-19, pemerintah Indonesia membatasi seluruh kegitannya. Dampak dari diberlakukannya kebijakan tersebut dialami oleh pelaku usaha penyelenggara perjalanan ibadah umrah dan penerbangan Internasional. menghadapi hal tersebut, banyak travel umrah yang mengalami kemunduran usahnaya sampai menutup usaha tersebut. Pada masa pandemi PT Sutra Tour Hidayah memberangkatkan puluhan jamaah umrah. penelitian ini bertujuan untuk mengetahui penerapan manajemen operasional ibadah umrah PT Sutra Tour Hidayah di Masa Pandemi. Penelitian ini menggunakan pendekatan penelitian kualitatif deskriptif. Adapun teknik pengumpulan data yang dilakukan melalui wawancara, observasi dan dokumentasi. Kemudian data dianalisis menggunakan metode analisis naratif. Hasil dari penelitian ini adalah penerapan manajemen operasional pada penyelenggara umrah di masa pandemi telah diterapkan dengan baik atas dasar fungsi manajemen operasional, diantaranya adalah perencanaan, penjadwalan, dan pengawasan dengan protokol kesehatan yang ketat. Disamping itu, menjalankan aturan yang dikeluarkan Kemenag RI tentang pedoman perjalanan umrah selama masa pandemi. Secara garis besar, hampir tidak ada kendala dalam pelaksanaan. Namun masih terdapat faktor eksternal yang masih mempengaruhi kegiatan operasional.
